ROBERT E. SWAIN represents school districts and public bodies in litigation and administrative hearings. Mr. Swain practices before state and federal courts and administrative agencies throughout the state, and represents school districts and public bodies in matters such as personnel disputes, construction litigation, property tax appeals, and special education due process hearings. He is a frequent speaker on litigation-related issues, and is a member of the Illinois State Bar Association, the Federal Bar Association, and the National and Illinois Council of School Attorneys. Mr. Swain graduated with honors from the University of Notre Dame and received his law degree with honors in 1998 from the University of Illinois, where he was recognized as the outstanding member of the College of Law Civil Litigation Clinic. Before joining the firm he spent two years as law clerk to the Honorable P. Michael Mahoney, U.S. District Court Magistrate Judge for the Northern District of Illinois in Rockford, where he assisted the Magistrate in overseeing the desegregation of the Rockford public schools. |
