STEVEN M. RICHART represents school districts, municipalities, park districts and other entities in all areas of the law, with a focus on board governance, finance, taxation, contracts and litigation.  Mr. Richart lectures on the Freedom of Information Act and student discipline and regularly assists public bodies in responding to FOIA requests, handling property tax levies, tax anticipation warrants, interfund transfers, contracts, construction issues and student and labor/employment matters.  He is a member of the National and Illinois Council of School Attorneys and the National Association of Bond Lawyers and is a LEED Accredited Professional.  Mr. Richart received his bachelor's degree from the University of Illinois at Chicago and graduated in 2005 with high honors from Chicago-Kent College of Law, where he was a member of the Chicago-Kent Law Review and earned a certificate in litigation and alternative dispute resolution.  During law school, Mr. Richart worked for the City of Chicago Department of Law, served as a judicial intern with the 18th Judicial Circuit Court of Illinois, DuPage County and completed an externship under the Honorable Arlander Keys, U.S. District Court Magistrate Judge of the Northern District of Illinois.  Mr. Richart served as a volunteer mediator in the Circuit Court of Cook County and speaks Spanish and German.  He was admitted to practice law in Illinois in 2005, in the U.S. District Court for the Northern District of Illinois in 2006 and in the Seventh Circuit Court of Appeals in 2007.
